Administrative Services provides the following services to the
citizens of the Town of Atlantic Beach:
Budget and Accounting Support
The group supports all
the departments of the Town government with budget and accounting
support including preparation and distribution of budgets and financial
reports, general ledger entry, accounts receivable, accounts payable,
and fixed asset management, and the conduct of all other financial
management tasks needed to support the Town's operations. The Town
reports annually on its budget and financial operations to the N.C.
Local Government Commission as required by N.C. General Statutes.
The Town also participates in the annual Government Finance Officers
Association Certificate of Achievement program for excellence in
financial reporting with the Town's Comprehensive Annual Financial
Report (CAFR), now having received this award over the past five years.
Tax
Collections
The Tax Collector is
responsible for the billing and collections of statutory taxes levied by
the Town including ad valorem real and personal property taxes and all
privilege licenses. The Town has traditionally had an excellent
record of collections, often exceeding a 99% collection rate.
Purchasing
The group is responsible
for the management of all purchase orders issued by the Town and
maintaining appropriate controls over the purchasing process by each
Department. Contract management is also a control function
performed in this group.
Cash and Investment
Management
The group manages the
daily investment of Town funds to maximize the interest earnings and
assuring adequate cash of hand for operational needs.
Additionally, the management of all Town debt instruments is performed
by the group.
Utility (Water) Billing and Collections
The group is responsible
for the billing and collections of the Water monthly charges for service
as well as communicating with water support staff on requests for
services and meter reading tasks.
Human Resources
The group manages all
personnel and payroll related activities for the Departments within the
Town.
Town Clerk Functions
The Town Clerk keeps all
the official records for the Town and takes minutes at all meetings. The
Clerk maintains the Mayor and Town Council calendar, schedules meetings
with citizens, and handles their official Town correspondence.
